It prioritizes the transaction value, which is the price agreed upon between the buyer and seller in a commercial exchange.
Primary Valuation
Implementation of this standard requires that the price of imported goods be the starting point for all duty calculations. Under gatt article vii, authorities can only reject the declared transaction value if they have objective reasons to doubt its accuracy or if specific conditions are not met. These conditions include the absence of restrictions on the buyer’s use of the goods and the lack of a relationship that influences the price.
When the primary method fails, the agreement provides a hierarchy of alternative valuation methods.

Transparency in trade is achieved through the uniform application of these rules by member nations of the World Trade Organization. Because gatt article vii provides a predictable set of rules, businesses can calculate their landed costs with greater certainty before shipping goods across borders. Procedural Rights
Valuation decisions remain subject to explanation and a formal path to appeal for the entity bringing goods into the country.
